My first reaction to this idea was not positive. However, when I thought about it, I realized that learning English will help the offenders in countless ways.
Furthermore, it sounds like the program has measurable benefits. A 70% reduction in alcohol related arrests is incredible. A 24% percent drop in domestic violence is also quite impressive.
I guess the fire under the melting pot has been doused.
IT'S ABOUT TIME!!! I hope Obama makes all the mexican's in the USA have to learn english. We'd be stronger then if we could all communicate, and since english is by far the dominate language, they need to learn it!
